The ‘Resident Comments’ portion of the THA Board Meeting is an opportunity for residents to provide comments relating to Stern Village. This portion of the meeting is not intended to be a question and answer session. If a resident poses a question to the THA Board, THA Board Members will hold their remarks on that question until the resident has concluded his or her comment. At that point, THA Board Members can choose to answer such questions posed during the comment or decline to answer. Residents will be provided three (3) minutes to speak on matters relating to Stern Village and will not be interrupted by THA Board Members, except for extenuating circumstances, such as profanity, slander or verbally attacking another person, or to simply ask the resident to restate or clarify a comment. If a resident is interrupted during their comment, the Acting Chair shall allow the resident additional time to speak for a rough equivalent of the time period of the interruption. If a THA Board Member wishes to remark on the content of a comment made by a resident, he or she will hold that remark until the resident has concluded his or her comment and then state it for the record.

Discussion/Possible Action regarding the selection of a contractor for the heat pump initiative for Stern Village.

This portion of the meeting is not intended to be a question and answer session. Addendum to Agenda– New Business

The public bids for the Small Cities Grant for Heat Pumps for Stern Village were opened at Town Hall on February 7, 2017 at 2 pm. A careful analysis was conducted and the THA Board of Commissioners will be asked to select the contractor, based on the analysis.

  1. Election of Officers by the THA Commissioners as per bylaws.
  2. Section 501(c)(3) is the portion of the US Internal Revenue Code that allows for federal tax exemption of nonprofit organizations, specifically those that are considered public charities, private foundations or private operating foundations. It is regulated and administered by the US Department of Treasury through the Internal Revenue Service.

Trumbull Housing Authority Stern Village Resident Association Board Election Summary

The Election of the Stern Village Resident Association Board was conducted on Tuesday, November 15, 2016 between 10:00 a.m. and 7:00 p.m. in the Community Room.

Lisa Labella served as an election monitor from 10:00 a.m. until 4:00 p.m. and Jon Greene served as an election monitor from 4:00 until 7:00 p.m. for the Election of the Tenant Commissioner of the Trumbull Housing Authority.

Maureen Bova of the Stamford Registrar of Voters and Kaitlyn Peterson of the Trumbull Senior Center served as election monitors of the Stern Village Resident Association Board Election for the entire election period.

Kim Pietrorazio of TOVAH, Inc. served as a directional assistant for residents participating in the elections.

A total of forty-five residents participated in the elections.

Addendum to Agenda– New Business

The purpose of the 2016 stratification plan is to increase the base rent for incoming or new tenants to the village. This will not affect, impact or apply to the current tenants living at Stern Village.

Base Rent: is the minimum fixed, periodic payment made by a tenant to the owner of the property. The base rent should cover THA expenses. Our expenses at Stern Village include but are not limited to maintenance, electricity, water, salaries, benefits, insurance, use of outside contractors and Charter cable.
